
Pune Hospital Fined ₹10 Lakh After Woman Dies Following Denial of Admission Over Advance Payment
Pune, Maharashtra — The Maharashtra government has levied a ₹10 lakh fine on Pune’s Deenanath Mangeshkar Hospital in connection with the death of 37-year-old Tanisha Bhise, who was allegedly refused emergency admission due to a demand for a ₹10 lakh advance. Bhise, who delivered twins at another hospital, passed away on March 31. She was the wife of BJP MLA Amit Gorkhe’s personal secretary.
According to official sources, the admission was denied on the insistence of consulting gynecologist Dr. Sushrut Ghaisas, who has since resigned. The incident sparked outrage across the state, with the government terming it a case of “gross criminal negligence.”
As part of the penalty, ₹5 lakh each from the fine amount will be placed in fixed deposits for Bhise’s twin daughters, which they can access when they turn 18. Their medical expenses will be covered by the Chief Minister’s Relief Fund. The state has also urged systemic reforms through the CM Charity Cell to ensure no similar tragedies occur in the future.
The hospital was found to have violated several key regulations following multiple investigations by independent panels, including the Joint Charity Commissioner’s Office, Pune Municipal Corporation’s Maternal and Child Death Review Committee, Sassoon Hospital’s expert board, and a state health department team. The probes revealed breaches under the Maharashtra Nursing Homes Registration Rules, the Indian Medical Council regulations, and the Mumbai Public Trusts Act, 1950.
In response, the state has proposed new guidelines for charitable hospitals, including a ban on demanding upfront payments from patients and a mandatory allocation of at least 10% of funds for treating economically weaker sections. Transparency in fund utilization and digitization of administrative processes have also been recommended.
Meanwhile, the Pune Police Commissioner has been directed to initiate criminal proceedings against those responsible, including Dr. Ghaisas. The Pune Municipal Corporation has been empowered to take further regulatory action under the Maharashtra Hospital and Nursing Home Registration Rules, 2021.
