Srinagar, Oct 28: Jammu and Kashmir Police Chief Dilbag Singh on Saturday said the Union Territory is coming out of the dark era of terrorism and the graph of terrorism has come down and has flattened.
Addressing the passing out parade at Commando Training Centre Lethpora, in Pulwama district of Jammu and Kashmir , the outgoing Director General of Police Singh said they are proud of the fact that in the last five years, there has been zero civilian casualty in police actions.
“It is a matter of immense happiness that law and order incidents have come down to zero. By the grace of God, there has been zero civilian casualty in police action in the last five years.
Jammu and Kashmir is coming out of the dark era of terrorism. The graph of terrorism has come down and has flattened. We want to see it come down to zero,” he said.
The Police chief said to achieve zero terror a new plan of Operational Capability Augmentation of Police Stations (OCAP) was undertaken.
“Under this, 43 such police stations were identified where terror incidents were taking place more in comparison to other stations. In the first phase, 21 were covered on August 2. I am happy that today for the rest 22 police stations, Peace and Stability Teams (PSTs) are being deployed.
If we talk about these 21 stations selected in the first phase of OCAPs, out of them, 17 were totally terror free,” he said.
DGP said there were only four police stations where four terror incidents took place — three in Srinagar and one in Pulwama.
“These four incidents took place in January – February only and so in the last eight months since, they have also been 100 per cent terror free. So, all 21 stations have been terror free for the last eight months,” he said.
Singh added that in the 22 police stations selected under the second phase, so far, there have been only three incidents which have all taken place in Anantnag districts.
The DGP said two days ago, five terrorists tried to come from Machil Sector who were neutralized which shows that the enemy continues to try to disrupt the peace in J&K.
Later talking to reporters, Singh, who is retiring on October 31 as the longest serving DGP of J&K, said he was satisfied with his tenure.
“We brought peace to J&K from the jaws of terrorism and bloodshed during my tenure,” the police chief said.
Special DG (CID), R R Swain will assume the charge as the incharge DGP from November 1 this year.
