Maharashtra Rolls Out EV Policy Aiming for 30% Electric Vehicles by 2030

Mumbai, May 27 — The Maharashtra government has launched an ambitious Electric Vehicle (EV) Policy, targeting 30% EV adoption across the state by 2030. Effective from April 1, 2025, to March 31, 2030, the policy outlines a multi-pronged strategy focused on sustainable mobility and environmental benefits.

Charging Infrastructure Gets a Boost

To support growing EV usage, the state will expand charging access through:

  • Charging stations every 25 km on highways
  • Compulsory EV charging provisions in new residential buildings
  • Charging points in all government office parking areas
  • 50% EV-ready parking in new commercial complexes
  • 20% EV charging capacity in shared parking of older buildings

Additionally, the government will provide up to 15% Viability Gap Funding (VGF) for setting up public charging stations.

Government to Lead by Example

All new intra-city vehicles procured by government departments must be electric. In cities like Mumbai, Pune, Nagpur, Nashik, Amravati, and Chhatrapati Sambhajinagar, 50% of new utility vehicles purchased by government agencies will be electric.

Strong Financial Incentives for Buyers

To encourage EV adoption, the policy offers:

  • Up to ₹2 lakh for electric four-wheelers used for transport
  • Up to ₹20 lakh for electric buses
  • Benefits for 1,00,000 electric two-wheelers, 25,000 commercial four-wheelers, and 1,500 buses

Other exemptions include:

  • 100% waiver on Motor Vehicle Tax
  • No registration renewal fees
  • Toll exemptions on Mumbai–Pune and Mumbai–Nashik expressways, with possible extension to other PWD roads

Innovation, R&D, and Skill Development

To promote technical growth and job readiness, the government will invest ₹15 crore in R&D related to battery innovation, green hydrogen, and EV-to-grid systems. New technical courses in EV design, energy management, and power electronics will be introduced through MSBTE. Automated Testing Stations will also be developed to ensure battery safety and thermal performance standards.

Environmental Targets Take Center Stage

Through its “Clean Mobility Transition Model,” the state aims to reduce 325 tonnes of PM 2.5 and 1,000 tonnes of greenhouse gas emissions over the next five years, significantly cutting pollution levels.

Focused on Infrastructure, Incentives, and Production

The policy is built around three pillars:

  1. Expanding EV charging infrastructure
  2. Supporting EV manufacturing in Maharashtra
  3. Providing targeted financial incentives

These efforts aim to make the state a leading EV hub not only in India but also across Asia.
